MINUTES OF BRANDESBURTON PARISH
COUNCIL MEETING
Held on Monday 9th January 2012
at 7.00pm in the Chapel Schoolroom
PRESENT: Mr. Marlow (Chair), Miss Coates, Mrs.

MINUTES OF PREVIOUS MEETING: These were signed by the
Chairman as a true record.

DECLARATIONS OF INTEREST: None
4.
MATTERS ARISING:
1. The weeding at the recycling
area has not been done yet. The Clerk will speak to Mr Waites.
2. The Chair has yet to talk to
Patrick Clark about his suggestions for a more active presence in the
community.
3. There has been no further news
on the timescales to which Persimmon will develop the football field.
Councillor Evison offered to follow it up with East Riding.
4. The Clerk had seen Mr Vickers
about cleaning the war memorial and it is hoped he will be do the work.
5. At the last meeting it was
raised that the church hedge along the school playing field needs cutting back.
Mr Richardson was to contact someone who might undertake the work but it is not
known if this has happened.
6. Councillor Evison had chased
up the issue of the spinney. Due to the high winds recently there was other
pressing work to be undertaken but hopefully the spinney will be sorted in the
near future. It is on a works programme.
7. Mr Kittmer had contacted the
Planning Department concerning the planning applications to replace the school
gates. Both applications refer to the same thing but both are required as the
gates are situated within the conservation area. Mr Kittmer had suggested that
there should be comparative costs for both restoration and replacing so that a
more informed decision could be made. It was raised that English Heritage would
have to be consulted. Councillor Evison offered to find out what was happening.
5.
PLANNING APPLICATION
1. 11/05664/PLF. Change of use of land for parking of heavy
goods vehicles (Operating Centre)-extension
of time for application 08/04322/PLF at Grange
Piggeries, Catfoss Lane, Brandesburton for FD Bird &
Son. 7 for, 1 abstention. APPROVED.

CAR PARK.
This is on-going.
7.
MARKET CROSS
The Clerk gave the PC an up-date on the
funding application.

The decision is awaited
from the Planning Department concerning the proposed Information Board.

The work at the Cross has now
been completed but English Heritage have made a couple of suggestions for
further work to be undertaken. These have been forwarded to the firm involved.
It was raised that there have been some adverse comments, particularly relating
to the new stone blocks. In response it was raised that in restoration work the
replacement stones are fitted as they would have been originally, not to match
the current stones. The Clerk was asked to obtain this explanation in writing
from English Heritage.

The Clerk had contacted Mrs
Ledingham who would be delighted to launch the official ‘unveiling’ of the
restored base. A class will come across from the school and the school choir
will sing the Halelujah Chorus. The date is confirmed as Friday 27th
January at 3.00pm. The Clerk will write invitation letters to LEADER, English
Heritage and the East Riding Conservation Officer.

An order of ceremony was agreed
and the Clerk will contact David Bull, LEADER, to say a few words as to why the
project was approved.

The Clerk is to contact East
Riding about obtaining cones to keep some parking spaces free for guests to the
launch.
8.
ALLOTMENT RENTS 2012/13
The members agreed to keep the rents at the
same level for 2012/13. There will be an additional charge of
£14 per
full plot, £7.00 per half plot towards the cost of the water installation. Two
water rates invoices
have been
received to date, totalling £14.65. This will also be added to the rents.
9.
PLAYPARK
The
insurance company had suggested that a tree inspection is carried out every 3-5
years. The members
agreed
to revisit the issue at the end of 2013. The Clerk will file the details of the
tree inspection company.
The issue
of vandalism was raised as the platform on the larger piece of play equipment
had been damaged
the week
before Christmas. If anyone knows who did the damage the parish council would like
to hear. The
Clerk was
asked to include a piece in the next issue of the Buzz as the repair work is
paid for by the whole
village
through the parish precept.
10. QUEEN’S DIAMOND JUBILEE 2012
The open meeting is Monday 16th
January at 7.00pm in the Chapel Schoolroom.

1. Appeal decision. APP/E2001/A/11/2154640. Blue Rose Country Park, Starcarr Lane. The
appeal to part
change of use and alteration to existing
building to form a club-room has been
allowed subject to
conditions.
APPEAL upheld with conditions of usage.
2. DC/11/05063/PLF. Erection of two storey
extension to rear, following demolition of single storey to side at
Cherry Cottage, Redwood Drive, Brandesburton
for Mr. & Mrs. J & N Wells. Refused. PC refused.
3. Tree works. 11/05057/TPO. Application to fell
copper beech tree at Cherry Cottage, Redwood Drive,
Brandesburton. Refused. PC refused.
4. A ‘Thank you’
letter from HART for the donation.
5. NALC – an update on the Queen’s Diamond
Jubilee Beacons project
6. Electoral Register- there is one alteration.
The Clerk will forward to members.
7. Waterways Partnership – December Bulletin has
been received.
8. Humberside Police Parish and Town News
Release for November 2011. Anti-social behaviour reported for
Brandesburton, also canoe stolen from
Hempholme and vehicle stolen from a barn in Brandesburton but
this was later discovered.
9. Dept of Energy and Climate Change –
information on funding available to support communities working
to achieve energy efficiency and renewable
energy generation.
10. Email from Lappset, play
equipment suppliers, recognising that local councils are under pressure and are offering a 5 year lease plan for
play equipment.
11. NALC – have sent a booklet
‘Planning explained’. This can also be downloaded from www.planninghelp.org.uk
12. A letter has been received
from the Cumbria Clock company, specialists in church and public clock restoration,
giving details of the firm.

ANY OTHER
BUSINESS.
1. It was raised that there is a
hedge around one of the allotments. It is believed that the tenancy agreements
states there should be no hedges between plots. It is causing problems of
access to one of the allotment holders. The Clerk was asked to look into the
matter.
2. Mrs Musgreave wished to thank
all the many people who had sent her their condolences on the death of her son.
3. It was agreed to change the
date of the meeting in April as it falls on Easter Monday. The Clerk was asked
to find out if the following Monday is available.
4. The Clerk raised that she had
been contacted by the PCSO, Fay Chapman, saying that a vehicle had been broken
into on Maple Walk on Sunday evening. There have been a few thefts now in the
village and residents are asked to be vigilant.
5. The Clerk had been given
information on new scheme ‘Local Leaders’. It is an opportunity for people in
communities to celebrate the Olympic Games in their local areas. For more
